At Stage 1, we build a model of leadership quality as the standard to select and cultivate leaders, which is the starting point of leadership development and a crucial step. At Stage 2, we build assessment and development center, a crucial way to realize the quality model and truly base the assessment and development on the model. Stage 3 is about building complete mechanism and procedures based on the quality model to select, cultivate, employ and retain the leaders. We should seamlessly link the leadershipdevelopment procedures with strategic procedures, operation procedures and culture development procedures and realize an all-in-one operation.
